Having been informed of the appointment of a successor to Captain Hastings, the late Postmaster General of this Colony in the person of Mr. L.A.M. Johnston, I have the honour most respectfully to ask that favourable consideration may be granted to my request previously made for transfer from Hongkong in the event of my failing to obtain confirmation as Postmaster General. I have been acting as Postmaster General for a period of nearly two years and a half and have had the satisfaction of hearing my service during that time favourably commented on by His Excellency the Governor, and though I say so with all due respect, I am bound to confess that I learnt of my being passed over with very deep regret.
After the length of time that I have been acting it will be far from pleasant to me to have to revert to my substantive post, and I therefore most earnestly crave the kind consideration of my claims for promotion, and I would ask that I may be appointed to an Office elsewhere of equal Rank to the one I held, prior to my being transferred to Hongkong as Assistant Postmaster General.
Besides the above reason I venture to base this my application on another, and I respectfully submit strong ground.
